Whats the difference between Category:Stubs and Category:Unfinished?

Stubs aren't necessarily unfinished; they're just short articles that could use a little work.

Yeap, "Unfinished" is mainly meant for something that has erratic content and is being edited a lot.
More often used at larger wikis with lots of users, such as pages for recent events on Wikipedia, for example.
